Izard County (the 13th county of Arkansas Territory) was created on October 27, 1825 from parts of Independence & Fulton Counties. It was named for George Izard, the second Governor of the Territory. The seat of government in Izard County was originally located at Liberty, moved to Mount Olive in 1836, Mount Vernon in the 1940s, and finally settled at Melbourne in 1875.
